WCAG 2.4.11: Focus Not Obscured (Minimum)

WCAG 2.4.11 Focus Not Obscured (Minimum) is a level AA success criterion from WCAG 2.2. When a component receives focus, it is not entirely hidden by other content the author created, such as a sticky header or a chat bubble.

Keyboard users can focus a link that sits under a sticky bar and not see it.

How to test

Tab down a long page. The focused item should not sit completely under the sticky header or a cookie bar.

How to fix

Add scroll-padding, or shrink the sticky bar so the focused item can scroll into view.

Example that fails

A sticky header covers the focused skip target completely.

Example that passes the check

scroll-padding-top matches the header height, so the heading clears it.

Shopify

Set scroll-padding-top on html to the sticky header height in the theme CSS.

WooCommerce

Add scroll-padding equal to the sticky cart bar.

WordPress

Offset anchors by the admin-less sticky header height.

Wix

Do not let a banner cover focused links. Pin it only if content can scroll clear.
